Allen Junction 345-kV Transmission Line Site Access

American Transmission Systems Inc. (ATSI) has installed nearly 50 miles of new 345-kV transmission line in northwest Ohio to mitigate the effects of generation retirements and to address bulk transmission system contingencies. On Sept. 26, the FirstEnergy (NYSE:FE) subsidiary filed a letter of notification (LON) with the Ohio Power Siting Board (OPSB) proposing to install 48 miles of new line on the open arm of the existing Allen Junction-Midway-Lemoyne line.

The line runs from the existing Allen station through the Fulton, Midway, and Dowling substations to an area near the Troy station and finally to the Lemoyne station. In addition to the installation of the transmission line conductors in the open arm position on the steel lattice towers, the company will install three separate locations of additional transmission structures, according to the LON.

PAR Electric, contracted with Matrax Inc. to provide over one (1) million square feet of temporary roads, pull pads, guard sites and temporary bridges. The project had an accelerated schedule that was fast-tracked over a compressed time period. Matrax had to coordinate with Par Electric road building crews, land owners, the line contractor, the civil engineers assigned to the project, and local regulatory agencies in a unified effort to satisfy all the requirements of the project.

Matrax utilized a combination of 8×14 3 ply timber mats, crane mats and Matrax Strong Plank to create competent working surfaces for bucket trucks, dump trucks, helicopters and various work vehicles through agriculture land, wetlands, stream crossings and flood plains. The work was completed over a 12 week period on time and under budget.
